Municipality of the District of Yarmouth
Addressing Algal Blooms in Our Watershed

WHEREAS blue-green alga (technically know as cyanobacteria) can produce toxins which can be dangerous to both humans and animals; and

WHEREAS a mass-reproduction of cyanobacteria can result in algal blooms throughout a watershed; and

WHEREAS the Carleton Watershed located in Yarmouth County has experienced increasingly frequent, intensive and persistent blue-green alga (cyanobacteria) blooms over the past several years; and

WHEREAS the occurrence of high amounts of cyanobacteria has resulted in the limited use of recreational activities within the Carleton watershed including discontinuing water activities of the local YMCA Camp; and

WHEREAS similar occurrences of the presence of high amounts of cyanobacteria and resulting blue-green algae have been evidenced in other watersheds in the province;

THEREFORE BE IT RESOLVED that the UNSM actively lobby the Province to devise a specific comprehensive strategy to identify, investigate and document problem watersheds and sub-watersheds; develop a contingency plan to reclaim these nutrient enriched (loaded) waterways in order to restore their recreational value and protect sensitive habit, and these valuable freshwater assets in our province for future generations.

Though  warden Anthony did not agree with specific setback distance 500 feet he hoped that the interest in the Green-algae pollution problem would still be of concern, and that the county would continue to remain involved in helping to find a solution to this problem.  I echo  that sentiment.

Now that the set-back increase has been approved, a sub-committee of the PAC will further examine the section pertaining to mink, fox, hog and fowl operations. The bylaw amendment will be advertised and another public meeting will be held after the section has been reviewed, for possibly more amendments.

"The municipality of Yarmouth will make a by-law amendment to increase the set-back distance for mink, fox, hog and fowl operations. The council voted 5 to 2 in favour of increasing the set-back from watercourses to 500 feet–from the existing 328 feet. Councilors Rick Churchill and Leland Anthony, who is also the warden, voted against the increase. Warden Anthony says the setback of 500 feet seemed like an arbitrary number. He says there were no hard facts to support a 500 foot setback.  The majority of people who spoke at a recent public hearing wanted an increase in the set-back to address concerns about contamination in the Carleton watershed."

Meeting was well attended. .  Though the Warden did not agree with specific setback distance he hoped that the interest in the Green-algae pollution problem would still be of concern, and that the county would continue to remain involved in helping to find a solution to this problem.
